The central campus of the Federal Criminal Police Office (BKA) for around 7,000 employees and an urban quarter for around 10,000 residents are to be built on the Ostfeld site in Wiesbaden. To this end, the state capital of Wiesbaden and the SEG urban development company launched a two-phase urban development and landscape planning ideas competition across Europe, which has now been decided: the design by schneider+schumacher with GTL Landschaftsarchitektur, Kassel, won first prize for the planning of the BKA site. For the urban quarter, the jury selected the design by Studio Wessendorf, Berlin, with DLA Landschaftsarchitekten, Wiesbaden, as the winner. Development of the BKA campus is scheduled to begin in 2027, with construction work estimated to take ten years.
The concept developed by schneider+schumacher in collaboration with GTL Landscape Architects for the new BKA campus meets the structural requirements for the necessary protection and security measures while also creating an inviting, open campus development that is visible from the outside. Integration with existing green spaces and the open landscape is complemented by sensitive handling of the existing topography. The arrangement of the pentagonal buildings and the functions of the clusters follow the ‘onion’ principle, allowing a sequence of security zones to be created that are oriented towards the centre. The spaces in between and a central square – the heart of the campus – serve as meeting places. The jury unanimously chose this ‘striking and concise’ design, which shows how a large spatial programme can be presented as a new building on a greenfield site without dominant gestures. The striking geometry and differentiation of the buildings in terms of their widths and heights were also praised.
